All the following actions are by using photoshop cs (Version 8).
Let start by opening the adobe photoshop software.
Select from the menu File >>> New.
Now create a file with 500 pixels width and 500 pixels height.
From the layers toolbox, click with the right button of the mouse on the background layer, and select Duplicate Layer.
From the left menu, choose two different colors, lets take blue and white for example.
From the Main Menu select Filter>>>Render>>>Clouds , now you got some like clouds effect.

In order to make the image look like it is created in water-colors select Filter>>>Artistic>>>Watercolor. Change the brush details to 0, and the shadow and texture to the highest they have. You got some nice effect.
Lets undo the last effect by using the ctrl+z controls and try another effect.
In order to make our image to look like it is spining around select Filter>>>Distort>>>Twirl, and select the angle you want, as much as the number is higher than zero, the more the spin will be shown.

To make your image to look like a wind has blown over it, use the Filter>>>Stylize>>>Wind option. You can select the type of the effect and the direction.
